NHLHA President's Message

Dear Members,

Another winter has passed, leaving a nice amount of snow in our mountains, and spring is making its appearance.  I hope all have been in good health and are ready to enjoy our beautiful area this summer.  Between April 25th and 30th, I was at Henry's Lake and it was still completely frozen over.  The weather that week, and since, has been into the 60’s so I am sure the lake is now a beautiful blue again.  The aspens are beginning to leaf, and the colors of summer are becoming more vibrant.  If you have not yet heard, Beverly Pollock has resigned as President and from the Board for family reasons.  Our “Thank You” to her for her continued work, not only for our Association but also for everyone, cannot be too strong.  We hope she will be able to join us at the lake this year.  While my wife, Patti, and I have owned property in NHLHA for fifteen years, we have not “lived” there yet; our home should be completed this summer.  One reason for running for the Board was to get to know my neighbors.  I look forward to meeting more of you this summer.  We will be living in our house as we do the finish work.  Please come by and say hello.  Through the years as an owner I have heard some recurring concerns.  I am “glad” to say that a couple are still with us, as well as some new ones.

Concerns of the Board (These may/will be discussed at the Annual Meeting):

1.      If you have a subscription to the Island Park News or have access to the Internet, you may be aware of a proposed subdivision to the west of our properties called Henry’s Lake Overlook.  On May 4th, the City of Island Park’s Planning and Zoning Commission voted to approve the subdivision of at least 17 homes on the 20-acre parcel over objections from Fish and Game and others.  Lawsuits regarding both the development and the process by which it occurred may be forthcoming by various individuals or groups.  An article about the development in the April 21st edition of the Island Park News can be read on the Internet (www.islandparknews.com).  No article appeared in the May 5th issue but might be forthcoming.  Residents of NHLHA have been actively following and responding to the proposed development and I thank them for their work.  Concerns expressed include increased traffic, sight lines for turning on and off the highway, impact on water quality from septic systems, water quality and supply to the hatchery, view shed, and others. (As of the final draft of this letter, it is probable that appeals will be made to the Island Park City Council.  Unfortunately, these proceedings have been/are usually conducted when few land owners/summer residents are in the area.)

2.      The Board continues to receive complaints from a resident regarding water pressure after the installation of the new tank.  Pressure measurements by the DEQ in 2004 and by Board members last summer appeared to show that his pressure met DEQ guidelines at locations acceptable to the DEQ.  However, recent and continued complaints to the DEQ may now require NHLHA to conduct a “formal” measurement of the pressure.  This would require digging down to the water main (at several locations) and measuring the pressure for a 24-48 hour period during the time of greatest use, most likely the July 4 weekend.  We are in the process of obtaining bids for this and clarification from the DEQ as to what will be required during the test.

3.      If you have owned property in NHLHA during the last 65 years you may have heard of some concerns about the method of assessments.  It is my opinion this matter has been very troubling to many and unfortunately has alienated neighbors.  We will be discussing the methods of assessment at the Annual Meeting.  Please note – this year’s Annual Meeting will be the first I have chaired and the meeting will be conducted according to parliamentary procedures.  We have asked one of our residents to serve as Parliamentarian to help us discuss this matter in as congenial a manner as possible.  Harry Landreth forwarded a proposal regarding assessments to the Board last year.  Following procedures in Number 4 below, this proposal will be presented by Mr. Landreth and discussed at the Annual Meeting.  In addition, the Board will also present a second proposal regarding assessments.  Details of these proposals will be included in the agenda for the Annual Meeting.

4.      A matter I feel important is the 2001 amendment to the By-Laws regarding the manner by which the By-Laws can be amended.  Article XIV, Section 1 now states that any change in our By-Laws must be done by ballot through the mail and requires a simple majority vote to pass.  It is my opinion that amended Section 1 could cause problems if changes are needed in a timely manner.  I ask that you share your opinions and any information you may have on this topic with the Board and me so we may discuss them.

5.      Water Rights – During the current state adjudication of the Snake River Basin water rights, an error was discovered on the recommendations for NHLHA’s water rights.   Somehow, NHLHA’s water rights to Pittsburg Creek were left out of the recommendations.  A Notice of Error was filed last September but those errors were not corrected.  Recently, Objection Forms have been filed with advice from the Adjudication Office in Boise.  The Board wishes to recognize and thank Lana Esplin for her hard and tenacious work on this issue.

My wife and I will return to “the lake” mid-May so I can install the tile counters, finish the flooring, stain interior doors, and VISIT WITH FRIENDS AND FISH ! ! !  Hopefully a lot of the last two.  Once again, I am looking forward to seeing all of you this summer.

Proxy for Meeting

July 16, 2005....

Enclosed are the minutes of the annual homeowners meeting which was held on July 9th, 2005.  The minutes detail the meeting, so those of you who did not attend, please take a few minutes to read them.  Note the list of rules enclosed, along with the dates of the membership's approval.   It would be very much appreciated if the rules were followed by all of us and our guests.

The assessments are a little higher than anticipated because most of those attending the general meeting felt we should have a reserve for future problems with both water lines and road repairs.

The new officers for 2005 are:  Beverly Pollock - President; Mike Weigand - Vice President; Chuck Dimke - Secretary; Annette Taylor - Treasurer; Jack Wagner - Water;
Bill Hall - Roads; & Craig Lee - Member-at-large.

I would like to thank Mont Harris who does a great job monitoring and testing the water from the time Jack Wagner leaves in the fall until he returns in May.  Mont also does a security check on his snow machine in the winter.  Thanks, also, to Alan Silker who helps Mont when needed.

Special thanks go out to our retiring secretary, Lana Espin, as she has done a great job with all the research she has done along with her job as secretary.  She is staying on as the CC&R's committee chair until they are completed.  Your individual Architectural Division Committee will be contacting you in the near future.

Thanks to Denis Hofflander as he stays active in helping the membership with the boat launch and the weed control.   Let' all use reasonable care in using the boat launch.  If a "too big of boat" is launched, there is a risk of damage to the launch area.

Barbara Rohrer has had her turn for the last few years with the highway cleanup
committee and Dick Strissel is away.  If anyone would like to chair a highway cleanup this summer, please call me at 208-558-9204.

May 20, 2005....

This is an official notice of our annual meeting to be held on the 2nd Saturday in July - July 9, 2005, in the Little Church of the Pines at 10:00 a.m. 

Greetings from Henry’s Lake!  The Lake is about 84% full and I can even launch a boat from my marina this year.  Our summer residents are starting to arrive.  Most of the cabins that were for sale last fall have sold so we have several new members in our association. We welcome and look forward to getting to know you.

We’re sorry to hear of some health problems among the membership.  Both Dick Strissel and Kevin Johannes have been taking cancer treatments and we wish them the best. A fund has been set up for Kevin at First Security Bank in West Yellowstone.  A check or money order can be sent there to the Kevin Johannes Fund, First Security Bank, PO Box 550, West Yellowstone, MT 59758.  

Board Vacancies:

There will be at least three vacancies on the NHLHA Board of Directors to fill this year.  If you’d like to volunteer to run for election, please contact a member of the Board.  

Fire District:

The Island Park Fire District Annexation passed in each Division which saved everyone money on their homeowners insurance premium.

Boat Launch:

Denis Hofflander, along with a few others began the Boat Launch project before he left in the fall.  Alan Silker, under very adverse weather conditions worked with contractor Alex Steed in late October to finish most of the project, then came back alone to do more work.

Roads:

There will be a rubber diversion placed in the road by the west entrance this summer.  This is similar to those on forest service roads in steep areas.  This will be a test to see if it helps the road damage.  There will also be a load of gravel at each entrance for your use for work on the road IN FRONT of your cabin.  This is for the homeowners road only and not for private use.

Water:  Thank you to Mont Harris for his help in keeping the water tested and in working order during the winter months. Also, to Alan Silker for his help.
